Residents In A Meeting


   The Carolina Meadows Residents Association was incorporated in 1988 and operates with the leadership of annually elected officers, precinct representatives, and appointed committees.

   Monthly meetings (excluding July, August, and December) of each of the following groups are held, with special meetings called as needed:

Executive Committee — consists of four officers and the Past President who meet prior to the Council meeting. They review major issues, set agenda items for Council meetings, make recommendations for committee chairs, and act as necessary between Council and Association meetings.

Council — consists of the Executive Committee and fourteen precinct representatives — one from each of the six apartment buildings, one from each of the six villa precincts, one from the Fairways assisted living facility, and one from the Health Center. The Executive Director also serves as an ex officio member. An open meeting of the Council is held a week prior to the Association meeting. Residents are invited to speak after Council business is complete. The Council carries out the business of the Association between Association meetings and recommends actions to the Association for adoption and implementation.

Association — regular meetings are conducted by the officers and attended by a majority of residents. The Association takes care of the business of the Association, routine announcements, committee reports, and Council recommendations. The Executive Director presents a report to the residents of current and upcoming items and actions on campus. The Executive Director accepts questions and comments during an open session following the report.

   Additionally, Precinct Representatives hold monthly meetings with the residents within their precincts to disseminate and discuss information in small groups. Standing and ad hoc committees, under the direction of chairpersons, schedule and hold meetings, as well as plan and carry out their specific functions. New standing and ad hoc committees are appointed as needed.

   Another example of self-governance is that the Carolina Meadows Board of Directors’ By-laws require four voting members of the Board to be residents of Carolina Meadows and that the President of the Residents Association serve in an ex-officio capacity.
